"Since I last reported on Ministerial arrangements for the environment in Wales, First Minister Carwyn Jones has reshuffled his Cabinet: retiring Culture Minister Jon Griffiths; restoring the post of Minister for Natural Resources, which goes to Carl Sergeant; and returning food and farming to the portfolio, covered by Deputy Minister Rebecca Evans. This adheres to the logic behind the merger of Environment Agency, Forestry Commission and Countryside Council into Natural Resources Wales (NRW). It will not alleviate the birth pains of the new super-quango, though, which have been greatly magnified by budget cuts."
