The Government appears determined to push through its proposals for re-organising the Nature Conservancy Coouncil and Countryside Commissions. The welcome departure of Nicholas Ridley and his replacement by Chris Patten as Environment Secretary has made no difference. the ministerial announcements of last July, with their crude and dissembling justifications for devolving control of conservation to Scotland, Wales and England, are now translated into a Bill to enact the carve-up.
